I have the honour to forward for Your Lordship's
consideration the enclosed report of a debate which took place
in the Legislative Council on the 29th of January on a motion by Mr. Pollock asking for the appointment of a Committee to consider and report upon the question of the resumption of the Military Establishments on the Queen's Road.

For the reasons which I indicated during the debate I was unable to accept the motion but I am fully in sympathy with the object which Mr. Pollock had in view, which was to secure for the benefit of the community large areas of
land in the centre of the business quarter. Mr. Pollock's
motion was confined to one particular set of military buildings
but the remarks with which he supported it apply equally to
several other areas both in Victoria and in Kowloon, where the Military Authorities occupy land which would be of the greatest
value for business offices, the shortage of which is growing daily more marked and is causing great inconvenience to the
business community and actual loss to the Colony as a whole.
For instance, I have recently been informed of two cases where
American firms had intended to establish their headquarters here
but, owing to the impossibility of obtaining suitable premises,
have decided to go to Manila instead.

The area suitable for business premises in this
Colony is very restricted and the available space is very fully
